The important limitation is eligibility. AT&T currently states that Go is available to visitors from the United States and Canada, foreign residents and Mexican nationals. If you are visiting from another country, do not assume you qualify; check the current AT&T terms or use a tourist product whose eligibility is documented for your situation.
Physical prepaid SIMs remain available from Mexican operators, but registration rules still apply.
